This measure has not been updated due to the cancellation of provincial assessments in Grades 3/4, 7/8, and 12 because of the COVID 19 pandemic in 2019/20 and 2020/21. The department is currently developing new assessments and scorecard measures to replace this measure.

The Grade 8 Assessment in Reading Comprehension indicates the percentage of students meeting expectations in at least two of the three sub-competencies in the Grade 8 Assessment in Reading Comprehension (i.e., key ideas, interpretation, and critical response). The measure indicates students’ ability to read/write and understand others’ ideas.
Literacy skills are essential foundations towards better educational outcomes, economic well-being, and social inclusion. Monitoring this indicator is essential to ensure that government’s educational programs for children are working effectively in improving their foundational skills.
On March 15, 2021, the Manitoba government released the Commission on K-12 Education Report, Our Children’s Success: Manitoba’s Future and accepted the spirit and intent of the 75 recommendations contained in the report. The government also released the, Better Education Starts Today: Putting Students First, which outlines government’s vision and set of priority actions needed to ensure we are putting Manitoba students first and takes into account the learnings from the COVID-19 pandemic.
