Transparent Reporting on Government's Progress
Target: To identify historic reports to be published for the first time in Proactive Disclosure and/or department websites
This measure supports the “Be Transparent (open government)” objective by increasing the availability of government information for the public to understand the workings of their government, to inform Manitobans about the decisions it makes as well as to provide an account of the activities and performance of the entire government and its public service. Progress on this measure will support enhancing public engagement by enhancing transparency and accountability.
The data is gathered partially and reported by Communication Services Manitoba (CSM), responsible for publishing records in the Proactive Disclosure website. Departments also publish reports on their websites but there is no central tracking mechanism. An inter-departmental working group was recently formed for department leads to gather this information and report to the Clerk’s office on a monthly basis.
It is too early to provide this information. Although some reports have been published and tracked centrally by CSM, the policy to increase the number of historic reports published was recently mandated and not implemented yet.
This matters because it supports a government priority to enhance transparency and accountability.

This target is a one-time catch-up exercise for government to identify historic records to be published. It is likely that this measure will no longer be relevant after the first year. Departments will be expected to be up to date on their reporting moving forward.
